A provider, affiliate, or licensed partner supplies the operating-license wrapper instead of the customer holding that permit directly. Timing, total cost, operating control, player-data rights, and exit remain entity- and contract-specific.
The operator holds the licence; the signed scope determines which platform, hosting, integration, operations and support duties the supplier manages.
